Association Dues – Below is a copy of the notice issued by the Association
Treasurer:
I'm sending you this email to remind you that your 2009 dues to the Albemarle
Shore Property Owners Association are due December 31, 2008. We are using an
email notification this year in order to reduce the cost of printing and mailing
paper notifications. Every little bit we can save helps the association's cash
balance.
Please remit $200 for each property you own at Albemarle Shores. Please make
the check payable to the Albemarle Shores Property Owners Association and mail
it to:

Please mail your payments so they are received by January 31, 2009 to avoid the
$20 fee charged for late payments and interest charges.
If you would prefer a formal "paper" notice for the dues please email me back and
I can email a Microsoft Word document or send a printed letter through the mail.
I would appreciate receiving an email reply from everyone to insure that I have
the correct email address for all property owners so please write back.
The ASPOA board of directors met this week and chose Saturday April 25, 2009
as the date for our annual meeting so please mark the day and plan to attend.
We plan to meet at 1 PM at Edenton's former police station which is the same
place we met this year.
Homeowners Insurance increase is less than requested – Chowan County
homeowners insurance rates will increase 6.5% beginning May 1, 2009. This is
much less than the 28.2% increase that was requested by the insurance industry.

Homeowners Insurance Rates - The N.C. Rate Bureau, an insurance industry
association that helps set insurance rates, is planning to propose an average 19.5
percent increase on homeowners policies across North Carolina. The increases
would vary based on factors such as geography, previous claims in the area, and
the cost of rebuilding in the area:
Beach areas (primarily the Outer Banks) – between 32 percent and 51 percent.
Coastal areas (18 counties along the coast): between 42 percent and 70 percent –
this includes Chowan County.
Remainder of the state: between 1 percent to 23 percent

Drummond’s Point Road repaving – NCDOT reported at the November County
Commissioner’s meeting that the portion of Drummond’s Point Road from Indian Trail
to the end (Albemarle Shores) is scheduled to be repaved in 2009. During an offline
conversation NCDOT officials stated that pending budget reductions may cause this
project to be cancelled or postponed.
Chowan County Newsletter - As requested by the Chowan County Board of
Commissioners, a quarterly newsletter will be published for the residents of Chowan
County highlighting events and activities of Chowan County Government. You can

DSL Internet Now Available - Up to 1.5 Mbps is available with Embarq.
Property Tax Increase - On August 14th the Chowan County Board of
Commissioners approved an amended 2008/9 budget that included a $0.09 tax
increase. Revised tax notices will be mailed to all Chowan County property owners.
ASPOA Annual Meeting – The ASPOA Annual Meeting was held April 26, 2008. The
minutes from this meeting will be posted on the Owners page when they are
available.

Welcome – to our new neighbors George & Georgiana Nelson. The Nelson’s are
settling into their new home at 1220 Drummond’s Point Road.
Welcome – to our new neighbors Glen and Deborah Hill at 120 Osprey Drive.
County Manager Retirement – Cliff Copeland, the Chowan County Manager for the
past 29 years, announced that he will retire in 2008.
Chowan County Emergency Notification System – Chowan County’s new
Emergency Notification System, an automated telephone message delivery system,
was activated September 15 and is now operational. This system can quickly deliver
a voice message to telephones throughout the county. The system will be activated
and calls made to the affected community during emergencies in which there is a
threat to life or property.
Flood Plain Maps – FEMA maps have been updated and expand many previous flood
zone areas. A meeting was held Oct 9th to brief Chowan County Public Officials. At
this time, specific data has not been obtained for the Drummond’s Point area but
indications are that more property owners will be required to obtain Flood Insurance.
Hunting Law – A reminder that Chapter 433 of the 2005 Session Laws of the North
Carolina General Assembly requires that each hunter in Chowan County carry
written permission from the landowner, regardless of whether the land is “posted”
or not. “Hunting” also includes the act of searching for and retrieving hunting dogs.
Snookers Grill – located on Broad Street in Edenton will close its doors for good on
July 25th. The owner was planning to sell the business when the nearby Southern
Bank decided to expand.
RiverSound Development – We recently received an inquiry from an Albemarle
Shores lot owner about the RiverSound Development, specifically if that
development would negatively impact the Yeopim River water quality. The
RiverSound development is located approximately four miles from Albemarle Shores.
Following are some details about the development that should alleviate concerns
about the impact to water quality.
Approval process - all aspects of this new subdivision have been reviewed by
the appropriate government agencies and are in compliance with Chowan
County and North Carolina State laws, ordinances, and regulations.
Water Supply - the developer funded the cost for county water lines to be
installed to the development. (No private wells)
Sewage – a private utility will own and operate a private, onsite sewage
treatment plant. (No individual septic systems)
Storm water – retention ponds have been built to hold storm water runoff.
(Storm water will not be fed into the rivers or creek)
Wetlands – a Conservation Easement is in place for the protection and
benefit of the waters of the Yeopim River and Middleton Creek. The purposes
of the easement are to maintain, restore, enhance, create, and preserve
wetland and/or riparian resources in the easement area that contribute to the
protection and improvement of water quality, flood prevention, fisheries,
aquatic habitat, wildlife habitat, and recreational opportunities and to
maintain permanently the easement area in its natural condition.
County Budget – On June 18th the County Commissioners approved a tax rate of
$0.56 for the 2008 budget. The 2007 tax rate was $0.545. The 2008 budget
includes funds for a study of the need and proposed location for a fire department to
serve the southern portion of the county.
Road Repairs to Drummond’s Point, Indian Trail, and Yeopim Roads – At the June
18th budget meeting with the County Commissioners, the County Manager reported
that NCDOT has revised the date to repair and repave the roads. This work may
begin by the end of July 2007.
Proposed Traffic Light – As a result of recent accidents at the intersection of Hwy
32/37 (Indian Trail/Poplar Neck and Haughton Roads), NCDOT will review the need
to replace the blinking caution light with a traffic light.

Road Damage along Drummond’s Point and Indian Trail Roads. - RiverSound – is a
new development of 225 lots located on 900 acres along the Yeopim river
approximately 3 miles from Albemarle Shores. The entrance to RiverSound is on
Drummond’s Point Road. During site development many, many dump trucks have
traveled along Indian Trail and Drummond’s Point Road causing extensive damage to
the roads. NCDOT plans to continue to make temporary gravel repairs until the
heavy loads are completed – which could last through August and into September.
Once that phase of the development is completed, NCDOT will install asphalt
patches to the roads – with the intent to repave the roads within two years.
Utility work along Thick Neck, Yeopim, and Drummond’s Point Roads – Water
lines are being installed along these roads as part of the RiverSound development
project and are causing additional damage to the roads in our area. FYI - the
developer of RiverSound is paying for the cost of installation.
County Budget Public Hearing – will be held 6:00pm, June 18th at the 1767 court
house. The proposed budget includes a small increase to the tax rate.
Invoices for the annual dues have been mailed. Payment is due June 1, 2007.
Final repairs were made to the common area bulkhead. It was determined that the
dry hydrant (for fire protection) was not securely attached though the bulkhead.
This resulted in severe erosion to the common area. Thanks to Mike Pierce and Tom
Credle – with some help from Jim Floyd and David Barrett – the repairs were
completed. Also thanks to Rick Flora for the use of his tractor.
Randy Jordan, ASPOA Treasurer, reported that the March electric bill was significantly
higher than previous months ($98 compared to $26). It had also been noted by Jim
Floyd and Willy Schonenberger that one of the hi-rise water spigots had been
leaking. Rick Flora determined that someone had turned on the pump to the well
(used for watering the entrance landscape) without knowing that there was a leak.
The pump has been disconnected and locked until repairs can be made.
Brush Fire at Albemarle Shores
In the afternoon of March 11, 2007 a permitted, controlled brush fire near Drummond’
s Point Road got out of control and swept through several lots on Pelican Court and
Greenfield Farms. The Fire Department and NC Forestry Division were called and
arrived on scene. The firefighters fought the fire for several hours and ensured that
all homes on Pelican Court were protected. The Forest Rangers used heavy
equipment to cut a firebreak trench through several of the vacant lots. Small flare-
ups continued into the evening. Lots 26 through 32 were severely burned. Lots 33,
34, and 37 incurred partial burning. There were no injuries.
